Hi, Imagine you are at a party and you see your friend who has just arrived. You might shout "Hi John, so glad you could come, great to see you!". Thus you are both saying Hello and acknowledging to everyone in the room that you are that person's friend and you are grateful for their existence. It means "[I'm making a] ShoutOut to shoutouts."
